As heat waves grow more intense, the vast swaths of asphalt that connect commercial zones pose greater risks to public health and to urban vitality. Parking space minimums, required setbacks, and height restrictions pull buildings away from property edges. This proposal reclaims a small portion of a large parking lot for living and playing, turning expectations around by embracing the beauty of the river. The region’s annual drought is often followed by heavy September rain. The dry soil is impermeable; water inundates the canal system, often destroying infrastructure and affecting city’s poorest along the canal’s banks. As housing, laundry, or infrastructure, the building addresses needs at a meteorological scale by collecting rainwater, producing solar energy, and devoting space for water to permeate the soil beneath the structure.
